Pinstripe Bowl Ref's

I know this is not real important at this time, but it has been bugging me> Question: When Minnesota had 12 defenders on the field and the ref's missed it. Why did the horse collar penalty even come into play? The fumble and return should have not have even happened. I don't understand the offsetting penalties on the play. SU should have got a 5 yard for the penalty and a first down. What am I missing? Thanks

It’s because the play happened. If it was whistled dead before the play, then it’s a 5 yarder. If not, offsetting. Just like when an illegal formation and defensive holding happen in the same play, or really anything other than a false start or neutral zone infraction, the play doesn’t count.
